What does this PR do?
Utilize salt-project packages with SUSE, for opensuse and SLES.
SUSE has not updated their Salt packages in some time (3006.0 / 3006.1), hence altering bootstrap to use the Salt Project provided packages, for example 3006.9 and 3007.1 are currently released packages, and there will soon be 3006.10 and 3007.2
