Summary

detect whether sys.monitoring is available and dispatch to the monitoring or legacy tracing backends
implement a settrace-backed legacy adapter that forwards events to the existing Tracer trait
update shutdown and flushing paths to handle both monitoring and legacy backends safely

cargo test --manifest-path codetracer-python-recorder/Cargo.toml (fails: missing capnp CLI tool)
