Should it be on base widget? Which widgets shouldn't have a tooltip? |

Well, this tooltip implementation is a bootstrap thing, hence specific to bootstrap widgets. On our side, many widgets have specific behavior on hover which would probably not work well with this. |

Adding a tooltip traitlet to the toggle button. (I forgot to check this in when committed the one on the bare button).
