github#129 introduced this logic, however it created batches of 100 refspecs with overlaps between the pushes (0-100, 25-125 etc.) causing unnecessary duplication of work.

This avoids pushing
refs/*all in one request and instead splits all ref changes into batches of 25. This might help with Git servers that are unable to handle a large push all at once.
