Now supports Blender 3.6 LTS and 4.2 LTS
To install the release just download the phobos.zip file and select it in Blender under Edit -> Preferences -> Add-ons -> Install from Disk.

Installation Note:

First activation may take some time (~1-2 minutes) as dependencies will be installed.
Start Blender from terminal under Linux or on Windows open the console via Window -> Toggle System Console to see the progress.
After first activation you have to restart Blender and activate the plugin again.
