After AI TA redux updates had to be #70038 when staging-next was merged into staging (with #70040), I decided to reintroduce the content in batches so it wasn't one big PR just in case another revert was necessary. This PR is the second pass adding the remaining content (mostly implementation and tests) that wasn't added by this PR. This also has a couple tiny tweaks from the original to resolve changes that happened to these files since it was first merged to
