Added a build target for .NET 9

  • Supported Build targets are now .NET 8, .NET 9, netstandard 2.0
  • Updated main library targets to include .NET 9
    • Minor clean up and reference fixes for framework changes
  • Updated unit tests to cover .NET 8 and .NET 9 (removed .NET 6)
  • Updated star wars api to target .NET 9 (removed .NET 8)
  • Updated github actions to target .NET 9 (removed .NET 6)
