I have an LED fixture called "Shehds 100watt".
Channel 1 is a dimmer with values from 0 to 255.
Channel 2 (Strobe) has values 4–251 — this is the strobe effect range. Values 251–255 disable the strobe, and the light stays on continuously.

How to program this?
To use the fixture without strobe, set Channel 2 to 251 (or higher, up to 255), and then control the brightness via Channel 1.
