Motivation
With github.com/localstack/localstack/pull/13037 we upgraded the Python version for the runtime to Python 3.13.
Even though the CLI should be compatible with older versions, we will use Python 3.13 also for the binary builds.
This PR upgrades the Python version for the binary build process and the resulting binary itself.
