What is missing?

Hey folks, I maintain openstack-exporter, and we want to use your devstack CI and a lot of your testing framework. To the best of my knowledge, right now our only option is to copy-paste it out of gophercloud.

It would be great if this can be made public / exposed in a separate repo/package To see how I am using it, look at openstack-exporter/openstack-exporter#481.

I expect some back-and-forth will be needed on this. I am happy to do the required changes myself.
