Not receiving app notifications

Hello.
After updating Telegram X to the last stable version from Google Play, the notifications stopped working. I have checked that Google Play Services are updated to the latest version, also I tried cleaning the cache and data of Google Play Services and restarting my phone, unfortunately it did not help. Please see the screenshot and the error details below:
