1. I started from a "Fiji Latest" instance
2. Turned on the SciJava Ops site and downloaded everything
3. Restarted
4. When updating again I was asked to upgrade my Java (which was already at 21)
5. Restarted and checked. Asked to upgrade Java again.
6. Clicked OK. Seemed like something was downloading
7. Ended up with still just the one Java 21?
8. No more update java requests

Anyway, if there's still any java upgrade logic in Ops we should remove it in favor of the app-launcher's.
