  1. Enable KMS encryption for S3 buckets 

    - Switch from SSE-S3 (AES256) to SSE-KMS (aws:kms) encryption
- Add kms_key_arn variable to S3 module
- Configure KMS keys for dev and prod environments
- Provides additional encryption key control and audit logging
