Trigger a WebSocket reconnect when changing mTLS settings #691
Description
We should listen to changes to the settings coder.tlsCertFile and coder.tlsKeyFile and trigger a WS re-connection (similar to CoderApi#setCredentials). Do take note of api/utils.ts#needToken.
